RICK LOZANO

Hello my name is Rick Lozano.

I am a trusted law enforcement officer, community based leader and long time resident of the precinct 5 district.  I bring a wealth of managerial and leadership skills as a result of many years of experience as a private sector manager and public sector peace officer.   I am a dedicated family man and father of three sons, all of which are law enforcement officers.  Married to my childhood sweetheart, Juanita Martinez, who in her own right is a Dallas County Deputy Sheriff.  We are long time residents of the district and have lived in Oak Cliff since 1961.

 

I am running for Constable because I believe I am the visible leadership that is needed in this community.  I am the leadership that you can count on, someone that will listen and respond to your needs. I will work hard and will be a visible presence in the community. I will form coalitions with other law enforcement agencies and elected officials in order to improve services to the citizens of the precinct.  I will get to know the residents, neighborhood associations and businesses in the district and establish rapport so that residents and businesses can comfortably interact with the Constables office.  I will serve the residents with the highest level of respect and integrity and promote good community relations. I will maintain an open door policy for the community, the deputy constables and staff alike.  I will be a good steward of the taxpayer’s money by avoiding costly employee turnovers.  I will also look for ways to save taxpayers money and find ways for the agency to be more efficient and cost effective.  

 

Precinct 5 deserves competent and visible leadership. I am that person.

I am a public servant and I know that together we can make a difference.  

I have 37 years experience in Management and Leadership roles, from the ground floor to corporate level management.  This experience has helped me gain an understanding of budgets restraints and dealing with the day to day business operations and the people who help move the operation.

I am currently employed at JPS as a Police Officer. As a Dallas deputy constable I was a Sergeant over Field operations. I've also worked as a police officer for the City of Cockrell Hill and Parkland Hospital. 

 

My combined proven experience in the private sector and my law enforcement experience makes me the best candidate for the Constables position.  I take my job seriously and am grateful for the opportunities I have had.  I have the life experience,  the knowledge,  the training and temperament to be an effective representative of the citizens of Precinct 5 and the Constables office. I will offer a balanced approach to governance and visionary leadership.
